What entailed in FUFA’s controversial document to parliament

The Federation of Uganda Football Associations (FUFA) has released a statement explaining what happened when FUFA tried to present its petition to the committee of Education and Sports on 27th January 2026. The football governing body has however given scarce details of the document that was being presented before the FUFA President was called to order by the state minister for sports Peter Ogwang.

After the National council of sports (NCS) presented the sector’s ideal Shs1.5trn budget framework paper to the education committee last week, there was an attempt by the Federation of Uganda football associations (FUFA) president Moses Magogo to present a separate document.

This caused a clash between him and the state minister for Sport Peter Ogwang, who questioned the procedure under which FUFA, which has no parliamentary vote, was presenting.

This website has learnt that the controversial document was a four-year budget request amounting to Shs297bn, starting with Shs72bn in this coming 2026/27 financial year.

According to some of the document details, FUFA asked for Shs1.5bn for Naturalization of players with Ugandan descent ahead of the AFCON 2027, Shs 86.3bn for mass football that includes among others establishment of a national academy, organisation of youth competition and national football academy infrastructure at Shs7.5bn.

Shs161.4bn over the four years, starting with Shs49.6bn in the 2026/27 financial year, is meant for club competitions at Shs34bn, capitalization of FUFA TV at Shs15bn, establishment of Video assistant referee (VAR) at Shs8bn.

The sports infrastructure is to cost Shs16bn which brings the total budget request to Shs72,187,400,000 for the 2026/27 financial year and Shs297, 249, 600, 000 over the four years.

This is in addition to the annual Shs19bn that the football body gets from the government annually.

The federation released a statement on Monday, 2nd February explaining the happenings in the education committee of parliament on 27th last month.

The un undersigned statement, however, reveals less details with figures entirely snubbed. “While FUFA had decided not to comment on the matter, the impression being formed in the public is incorrect and will generate unnecessary negative energy. It has now been carried along by the usual media houses and persons who distort facts for their own benefits,” the statement opens.

It further states that the Minister of State for Sports directed that FUFA and NCS harmonise the documents and submit one holistic document through the government channels and on 29th January 2026, the federation submitted the document with modifications as guided by NCS. That NCS promised to write to the committee of Parliament as an addendum for the FUFA Document to be considered after the line Ministry Approval.
