Magogo, Minister Ogwang clash in Parliament over budget

The Education parliamentary committee was on Wednesday 28th, 2026 forced into suspension after Peter Ogwang, the state minister for sports clashed with Hon. Moses Magogo Budiope East Member of parliament, who is also the Federation of Uganda football associations (FUFA) President during the committee’s sitting.

Minister Ogwang had led the National council of sports (NCS) to defend the sports budget framework paper as the ministry of education and sports presented their 2026/27 financial year budget request.

After the NCS presentation, the committee chairman James Kubeketelya asked Magogo, as FUFA head, to present their executive summary which visibly shocked the ministry and NCS representatives.

No sooner had Magogo started than Minister Ogwang interjected noting that he was surprised that the FUFA president was making a presentation that he had no copy of and neither the council.

“With dewrespect to the president of FUFA and the entire family; first I am shocked that as a responsible minister and I know FUFA works under the national council of sports,” Ogwang moved.

“With your permission, I request that we have a copy of the presentation and I want to request that I go back and have consultations from the senior ministry leadership,” he added.

The committee chairperson asked Magogo and Ogwang to move out for ten minutes and reconcile which turned out fruitless.

“As far as I am concerned there is a copy delivered at the national council of sports because when you see the letter is copied. However, by the same mechanisms documents or presentations have been made here about Afcon and football but we have not had consultations with the national council of sports. Whatever is being presented here has zero input from the federation. We thought if that was the case it would have started already so that by the time we come but since we had not gotten any opportunity for the input which becomes a challenge,” Magogo submitted before he moved out of the committee meeting, leaving his executive members Deo Mutabazi, Ronnie Kalema and FUFA CEO Edgar Watson.

Dr. Bernard Ogwel, the National council of sports General secretary affirmed to the committee that they had not received any document from FUFA.

“We have not received any submission from FUFA. And for all the years, NCS has existed, the procedure of the National council of sports with budget preparation is communicated at the appropriate time.”

Uganda is set to co-host the AFCON 2027 alongside Kenya and Tanzania with NCS seeking additional funding to the AFCON secretariat after the government’s Shs24bn investment for the CHAN tournament hosted last year as a precursor.
