Parliament was on Thursday brought to the attention of cash payments to the National council of sports (NCS) for the use of Hoima City stadium.

This followed allegations by Hon. Ismail Kasule Amooti, the Member of Parliament representing Hoima West Division in Hoima City that Kitara FC has been paying for the use of the stadium to the government in cash – contrary to the procedures.

Deputy Speaker Thomas Tayebwa presided over the sitting

During the plenary on Thursday October 22nd, 2026, the Deputy speaker Thomas Tayebwa together with the state minister for sports Peter Ogwang looked stunned as Hon. Kasule laid on table the copies of payment receipts by Kitara – which transactions were allegedly cash.

Kasule was bringing the House to the attention after Kitara and Blacks Power were stopped from hosting premier league matches from the Hoima City stadium.

“Kitara fc has proudly represented Uganda on several occasions and raised our flag high. It’s request to use Hoima city stadium has reportedly been denied. I humbly appeal to the minister responsible for sports to urgently intervene and grant Kitara FC temporary access to the facility subject to safety and operation requirements because the first matches we have played there, we have been paying to the government that amount that has been asked for,” Kisule revealed in a statement.

He laid a receipt allegedly of 8th September, 2026 for Shs30m payment to National council of sports in cash.

He also laid a payment voucher for Shs30m to NCS generated on the same date for Kitara vs Mogadishu FC. Another voucher was generated on 17th of September for Shs30m to use the stadium for the use of the stadium on 12th of September.

Minister Ogwang welcomed the receipts on the record, saying that he will use the same for an investigation.

“Mr. Speaker, you now see why I wanted this record. We all know how the government operates and the procedure on how government money is received. On that matter I pledge to carry out an investigation. Secondly, the board of council did not authorize anybody to use the facility- so, who determined the price?” Ogwang reacted.

Kitara will have to return to the Royal Park in Butema while Blacks Power has already found a new home at Bukedea comprehensive school stadium.
