After Hoima West Division member of parliament Hon. Ismail Kasule Amooti laid on the table the copies of payment receipts by Kitara – which transactions were allegedly cash, new details have emerged.

Kasule was asking the government to grant Kitara permission to host the league games from the Hoima City stadium after the National council of sports (NCS) cancelled the memorandum of understanding.

Kasule laid a receipt allegedly of 8th September, 2026 for Shs30m payment to National council of sports in cash.

He also laid a payment voucher for Shs30m to NCS generated on the same date for Kitara vs Mogadishu FC. Another voucher was generated on 17th of September for Shs30m to use the stadium for the use of the stadium on 12th of September.

Minister of state for sports Peter Ogwang welcomed the receipts on the record, saying that he will use the same for an investigation.

This website has learnt that the alleged money was charged as maintenance costs from Kitara fc CAF Confederations Cup games against Mogadishu City and Al Ahly respectively, from which Kitara collected at least Shs250m.

A source at the National council of sports (NCS) privy to the situation revealed that the payments were not cash, but receipts were issued upon proof of payment.

“NCS does not have a commercial bank account and all monies to the entity are paid to the consolidated fund in the Bank of Uganda through a portal generated by the Uganda revenue authority directly. NCS does not receive cash,” the source revealed.

The government, through NCS stopped both Kitara fc and Blacks Power from hosting local games in Hoima City stadium in preparation for AFCON 2027.

According to a very reliable source, the two teams were being charged Shs3m only per league game for maintenance.

IS IT POLITICS AT PLAY?

Kitara FC commands the biggest following in the Bunyoro subregion and politicians have benefitted from its popularity. This raises a question of whether there is politics at play.

It is not the first time Hon. Kasule has clashed with the government.

The opposition ANT legislator had an exchange during the Uganda Cranes game against Libya in Hoima when he tried to force his way past security through the VVIP entrance without identifying himself or having an accreditation that guaranteed access.

He also had an online exchange with minister Peter Ogwang after he was allegedly denied access to a stakeholders meeting at the stadium during the parliamentary education committee’s inspection of the facility.

Hoima City stadium and Namboole stadium are the two facilities approved to host AFCON 2027 with Akii Bua stadium is Lira as an earmarked alternative.
